Senator Leman requested that the reconsideration on SENATE CS                                       
FOR CS FOR HOUSE JOINT RESOLUTION NO. 23(STA) be taken                                              
up. The resolution was before the Senate on reconsideration.                                        
                                                                                                    
The question to be reconsidered: "Shall SENATE CS FOR CS FOR                                        
HOUSE JOINT RESOLUTION NO. 23(STA) Advocating the                                                   
retention of the electoral college system in its present form, pass the
